The United Arab Emirates (UAE) has taken a groundbreaking step by launching its first federally licensed lottery, the UAE Lottery, offering a record AED100 million ($27.2 million) grand prize. This makes the UAE the first nation in the Arabian Peninsula to establish a fully regulated lottery. The lottery’s inaugural draw is set for December 14, with tickets priced at AED50. A variety of scratchcards offering smaller prizes between AED50,000 and AED1 million is also available exclusively online to residents over 18.
The UAE Lottery is operated by Abu Dhabi-based The Game LLC, which secured the license in July 2023 from the newly established General Commercial Gaming Regulatory Authority (GCGRA). The regulator aims to foster economic growth by integrating global gaming standards while adhering to responsible play practices. The launch represents a significant move as the UAE explores gaming-related revenue streams to diversify its economy beyond oil.
The project has drawn global expertise, including the appointment of Bishop Woosley, former director of the Arkansas Lottery, as lottery director. “Our mission at The UAE Lottery is to inspire people to dream big,” Woosley said, emphasizing fairness and transparency.
The lottery's introduction comes amid broader gaming developments in the UAE. Wynn Resorts is constructing the region’s first integrated casino resort, Wynn Al-Marjan Island, expected to open in 2027. MGM Resorts and Caesars Entertainment have also expressed interest in entering the market. While gambling remains tightly regulated and primarily prohibited under Islamic law, these initiatives mark a strategic shift toward controlled, revenue-generating gaming ventures.
Looking ahead, GCGRA chair Jim Murren indicated that further gaming licenses would be issued gradually over the next five to ten years, with a focus on sustainability and market readiness. This cautious approach aligns with the UAE’s vision to position itself as a global entertainment and tourism hub.
